Overview

This position is to support team lead of Project Management Officer to provide oversights of the implementation of cross department and risk stripe impact risk management projects as part of the centralized project management office, including engaging all stakeholders to ensure proper project solution delivery.

Responsibilities

Include but are not limited to:

 

Project Management

  • Develop and maintain project management office policies, procedures, and standards.
  • Oversee project management framework implementation and ensure alignment with regulatory expectations.
  • Manage project timelines, documentation, and delivery across all phases (initiation, planning, development, implementation, close-out, ongoing maintenance).
  • Identify, escalate, and mitigate risks, issues, and delays related to projects.
  • Conduct risk assessments, feasibility studies, and cost analyses.
  • Collaborate with stakeholders to ensure objectives are met and maintain strong working relationships.
  • Provide management reporting, including updates on program status, risks, and audit/regulatory responses.
  • Coach junior team members and foster a culture of governance and accountability.

Risk Data Aggregation and Analysis

  • Perform data analysis of bank databases and systems to identify data issues, gaps, and support project implementation.
  • Support automation of reporting and data analysis tasks from a technical perspective.
  • Conduct data requirements analysis and testing to support IT system implementation projects.
  • Document business requirements and specifications for system implementation.
  • Communicate with Front Line Units and Risk Management stakeholders to understand and deliver on data needs.
  • Apply business understanding of risk management processes to ensure data aggregation projects meet regulatory and operational requirements.

Qualifications

  • Bachelor’s degree is required. Master’s degree preferred.
  • 4-6+ years of relevant experiences in Project management office and Financial risk management is required for AVP level; 8+ years of relevant experiences in Project management office and Financial risk management is required for VP level.
  • Specialty in major risk areas such as credit, market and operational risk as well as relevant risk management project experience.
  • Solid understanding of risk management frameworks and regulatory expectations.
  • Project Management certification; Risk management certification preferred.
  • Bilingual skills (English and Chinese) preferred.
  • Strong background in project management governance and delivery, ideally within financial services.
  • Strong analytical and quantitative skills.
  • Proactive identification of risks and ability to propose solutions.
  • Ability to write formal report and documentation.
  • Skilled in stakeholder management, with the ability to bridge business and technical teams.
  • Proven ability to manage multiple projects simultaneously, ensuring timely and compliant delivery.
  • Leadership qualities with experience mentoring junior staff.
  • Experience in data analysis (SQL, Excel, BI tools; Python a plus) and ability to translate business needs into technical requirements.

Pay Range

Actual salary is commensurate with candidate’s relevant years of experience, skillset, education and other qualifications.

USD $110,000.00 - USD $230,000.00 /Yr.
